It probably is German since tramp artists there were fond of flat panels between their pyramiding. The panels on this are remnant, vestigial, much depreciated by age with not much nap or original surface preserved, though this is a natural. Not the main thing about this frame. A twin opening design, built up to four and five layers, this item offers more than you would expect of such a diminutive creation.
Their central medallions encircle the initials "L" and "P" and the date 1896. The corners are five-lobed leaves, all precisely edge-notched, with smooth tips that resemble arrows or anchors. The corner-most stacks are missing these tips; whether all four happen coincidentally to be missing, or were meant that way, who can tell? Other notable features of this frame are the many geometric pyramids, the impossibly thin smooth rounded tips, the beautifully smoothed leaves and spades spaced around its openings and the remarkable precision of the carving.

You can't possibly be disappointed by this; it is one of the gems of my collection. Outside size is 11 3/4" x 13 1/4".Openings are about 4 1/4" x 2 3/4". There is an original bent nail or staple hanger. This excellent tramp art frame was made by a talented craftsman.
